However, with the development of comprehensive high school, it is found that it is lack of data of policy analysis. Besides, “the Experiment Electives of Vocational Curriculum” plays an important role, but it is also lack of related discourses. With the Experimental Electives of Vocational Curriculum and policy analysis, the researcher plans to find out the policy image, and get some revelation from it to offer some suggestions for following policies. That is the main motivation and purpose for this study. Document analysis and interviews are the main methods for this study. One school joining the Experimental Electives of Vocational Curriculum in 1987 school year was chosen to be the case study. In that school, the staff, teachers and students were interviewed. From the study, there are a couple of findings. (1) Problem-solving oriented: To deal with the development and evolution of politics, economy, society and education, it is necessary to have the delayed division, promotion of the Experimental Electives of Vocational Curriculum, and multi-opportunity for choosing courses for high school students. (2) Policy planning: Through the complete plan, there are concrete methods of administration, teaching, curriculum, and guidance. (3) Policy legalization: Based Senior High School Law and Vocational School Law, this program was experimented. (4) Policy enforcement: the students, teachers, and staff gave positive responses to this program. For example, in the training courses of the Bureau of Employment and Vocational Training, there was fewer student absence, and students had the sense of achievement, and etc. However, there were some disadvantages. For instance, supplementary methods for school admission,the promotion of comprehensive high school, the management of class division, students’ psychology and career guidance, the adjustment ability of career need to be emphasized. (5) Policy evaluation: Although there were regular evaluations, the program was not adjusted and improved in the experiment. It is a pity. At last, the researcher focuses on and discusses the findings to offer a couple of suggestions for policy analysis and following researches.
