In this paper, the CAMELS rating system used by the U.S. Financial Supervisory Commission as the early detection of financial institutions operating control of the financial risk indicators. The rating system includes capital adequacy ratio, asset quality, management ability, profitability, liquidity and growth. The management performance of Hsinchu International Bank indicates the asset quality, management capacity and growth of the are better than the merger of Standard Chartered Bank. However, the development and profitability of the merger of Standard Chartered Bank are better than the Hsinchu International Bank. Comparing Standard Chartered Bank with Taiwan Cooperative Bank, the management performance of Standard Chartered Bank indicates the liquidity and growth are better than Taiwan Cooperative Bank. However, the development and profitability of Taiwan Cooperative Bank are better than the Standard Chartered Bank.
