Different project may compete for the same resources. Thus, the challenge for the management is how to allocate resources to achieve the overall effectiveness. The research analyzes the project requirements of resources of STN LCD/LCM industry. This problem is characterized by the constraint of resource and the leveling requirement of resources allocation along the progress of multi-projects. The STN LCD/LCM product design can divide into two parts. Th first is workforce scheduling and the second is staff scheduling. That will trigger the temporal constraints, duration constraints, manpower demand constraints, and available capacity constraints during the process of allocation activities for execution. We formulate this problem into resource-constrained project scheduling problems. Its objectives consist of objective 1 – minimal makespan and objective 2 – maximization of smoothness of resource usage. This research applies the method at constraint satisfaction problem to develop a solution approach. With several cases as data, this approach finds that a feasible solution in short time but can''t be solve optimal solution among the environment of multi-projects and multi-resources. It can solve near-optimal solution or optimal solution in short time with the way of adjusting critical resource. It shows the method of constraint programming can fast and effective to apply the product design engineering project of STN LCD/LCM manufacturing industry.
