But when we read a newspaper or tune in to a news channel, various industrial safety incidents continue to remind us how dangerous our work environment is. Where does the contradiction come from? Is it the raising of laborers'' claim consciousness? Or is it caused by bloodthirsty media reports? In fact, with economic growth and improved living standards, our requirements for the advancement of science and technology are on the rise. So, as we can observe, surrounding high-rise buildings are higher and more complicatedly structured. Bridges nowadays are higher, longer and more magnificent than before. And tunnels are deeper, longer and reach farther than their old counterparts. Behind all these glittering achievements, how many of us know that they are the outcome of numerous laborers working in high danger? It means that when people enjoy the fruit of prosperity and progress, labor safety on the contrary faces harder challenges. Considering this, our government has made improvements through legislation in recent years and labor administration agencies have spared no effort to promote training seminars and work environment inspection measures, etc., which do show some effect in preventing critical occupational accidents. However, when an occupational accident happens, we find that the employer is oftentimes unable to provide the most appropriate handling either because the employer lacks regulatory knowledge, fails to practice risk management or thinks he can get through it by luck. Consequently, it results in labor-management disputes and a waste of society cost. This study, by providing knowledge of occupational accidents, intends to make employers realize how serious the employers'' liability risk is. Besides, with case analysis of labor insurance claims in the construction industry and researches of labor insurance and commercial insurance, it is hoped that employers can make optimal insurance arrangements against occupational accident risk to achieve a win-win situation of sustainable management, secured labor safety and peaceful society.
