The Navy recruited the volunteer soldiers from 3 year ago, whose contract are going to be due recently. For saving training costs, how to continue those volunteers in military for more years is an important issue that military manager should consider. The purpose of this research is to discuss the factors to affect turnover of volunteer soldiers, which include internal work satisfaction, organizational commitment and external environment. As an empirical study, 357 Navy volunteer soldiers from sections of naval vessel, land technique, marine crops and educational training were sampled to validate the research model. The results indicate that the external environment has the most significant effect on soldier turnover, which includes 3 dimensions: work development, social impression and spouse attitudes. Furthermore, internal work satisfaction and organizational commitment also have significant effect on soldier turnover. For the effects of demographic, the results indicate that department characteristic has the most significant effects, and followed by the sources of new recruits. The results can provide practical information for Navy to keep excellent volunteer soldiers in military, and as a result to reduce training cost.
