The tug-boat business is conducted by Kaohsiung Harbor Bureau, Kaohsiung Marine Service Corp, and Taiwan Navigation Company now. In the rush hour, they have some cooperation agreements to make sure all the tug-boat business in Kaohsiung Port kept running. For the purpose of this paper, the changing of some performance index for tug-boat privatization and the satisfaction of customer with influential factors of success-operation has been discussed. The methodology is Analytic Hierarchy Process (AHP) and results show that the most important influential factor is the safety of tug-boat business (including the operation skill of crew, facilities and conditions of tug-boat, etc.). The second is immediateness of service (including tug-boat’s speed of preparing and detachment, the speed of dealing with customer’s complaint, etc.).
