So far, the river sediment has still been the major providing source to the market. The dredging is often required due to the characteristics of Taiwan’s rivers and it may produce large amount of sands and gravels for market’s needs or so-called tremendous profit by the various river dredging policies such as “applying permission”, “united management”, and “contracting tender”. The profit always brought a concern of rightness of dredging, which resulted in unlawful actions against regulations, and thus, a long term unbalance of less demand and strong supply showed in the market and it also created over-dredging or damage to most rivers. As a result, the Government cancelled all the permissions in the year of 1997. After that, the Ilan County’s implementing Public Property Conduct Management (PPCM) of Lan-Yang river sediment breaks the ice of cancellation to provide reasonable supply to the market as well as enough dredging volume. Since its effect is well known, many other counties follow the similar policy to perform their rivers’ dredging. It is the major purpose of this study to investigate all the PPCM counties to propose the valuable suggestions for a total solution of river dredging from the viewpoint of sustainability. The major conclusions are summarized as follows: (1) The sale price of sands and gravels: The methodology of determination of sale price is studied and recommended to the other PPCM counties. (2) The supervising domain: The administration may perform a better supervising domain by adding in the Professional Construction Management (PCM). (3) Information System: A complete information system including MIS, GIS, GPS, etc. is necessary for a good quality of management. (4) Environmental monitoring: Due to the safety considerations, a long-term monitor on various subjects should be implemented. By investigating the drawbacks of the current PPCM implementation, this research proposes a better solution to modify it from the viewpoint of sustainability. Hopefully, the results may provide for the use of the PPCM counties to keep the sustainability of Taiwan rivers.
