It needs that combat engineer troops to support the bridging mission, cross the rivers and obstacles, and execute the various combat missions. But the amounts of combat engineer element are limited, and most of them are disperse–positioned. During the wartime, if the most of bridges are damaged, it requires combat engineer troops to support the bridging emergency repairing mission. The theater commander and the leader of the combat engineer troops should know how to make a decision about the priority of mission quickly. Then, it will support the main forces to promote the effect of mobile striking, lower the risk of battle, and secure the success of the defense operation. That would be the most important focus of the military warfare. But how to make a decision of the great part of consideration based on the doctrines, it is difficult to weight the estimation in specific, and the importance of each doctrines are not the same, it usually involves the subjective estimation and judgments as well as the ambiguous meanings, and would restrict the correctness of decision analysis. This paper main purpose is to help the commander to evaluate the priority of bridge repair based on the different properties. It would first quotes the Grounded theory method to try to find out the initial factors and then quotes fuzzy Delphi method to screen important decision making factors. And thinking of there exists mutual influence among each of the evaluation criteria as well as that of several criteria is not summative, it is why this paper has chosen to employ λ-fuzzy measure and non-additive fuzzy integral methods to replace the original aggregate summation method found in fuzzy Delphi method. Furthermore, this article will be an example that worthy to study, and proof the way of practical study and desinge an decision making support system for bridge emergency repair, and put each bridge that needs to be repaired according to priority, support the combat mission effectively, and lower the risk of battle.
