Summary:碩士 === 國防管理學院 === 國防財務資源研究所 === 96 === In the face of the national defense transformation and public expectations, the Ministry of National Defense has been following out a reformation of military on the basis of voluntarism in the past few years. However, some studies of alternative and influence of military service system haven’t come to a consentient conclusion yet. The purpose of this essay is to understand whether the choice of military service system depends on some national characteristics and makes any impact on national defense budget. The data which were analyzed in the essay are collected from 138 countries, from 1997 to 2006. The results of study reveal that the countries which carry out compound of both conscription and voluntarism possess larger amount of national defense. However, the ratio of gross national defense burden to defense expense per national is relatively low in such countries. Besides, the investment in national defense budget between countries with conscription and ones with voluntarism doesn’t have obvious differences. This evidence shows that the quota of national defense budget is not a chief consideration to military service system.
