The use of land could be traced back to the formation of original human being’s settlement and to the model of urban planning development nowadays. Land development, which is needed by urban framing, is to meet the requirements of subsistence and development of human beings themselves, in this way, it overcomes the bondages and limitations made by nature. Since the industrial revolution, the abuse of environmental resources for land development has affected the ecological system increased steadily. Many countries must face the environmental issues for the green area shortage caused by the excessive growth of the city. They expect the function of environmental greenery could create a much clean, comfortable and non-pollution living space to improve the quality of living environment and to stabilize the natural ecological system. In this study, we observed the environment greenery status of Mei-Luan district in Hualien City based on the point of Eco-city and selected three cases of this researching area by the records of our observation. By deeply interview method, we inquiry the environmental greenery results to clarify the essence of urban environmental problems and phenomena which influenced by personal life, consumers, land uses and government policies during the land development decision-making process between the land developer and architects. The study indicated that the use of urban land development and environmental decision-making process of greening has no obvious link. We look forward to providing the references of environmental planning for the region’s decision-makers by the results of these three cases, and recommend the possible development direction for the follow-up study, to gradually establish a high-quality healthy city.
