This has pushed the ROC Armed Forces into a crucial condition. As the main core of the military organization, the staff organization is responsible for planning, executing, directing and controlling every policy. According to the new strategy announced by the Department of Defense, the adjustment of the military strength will seriously affect the staff organization through merging and scanting. Then it will probably be a negative strike. The data of this thesis are collected from the ranked staffs working in the Headquarter of Chinese Air Force. Through the perspective of these employees, the research is to observe the relationships about their job satisfaction (JS), organizational commitment (OC), attitude toward organizational change (ATOC) and organizational citizenship behavior (OCB). Results of 345 valid samples, by the method of sampling survey for the analysis of the Structual Equation Modeling (SEM). Finish investigating the relationships and confim the hypotheses. The statistic analysis warrant four important conclusions as follows: (1) The primary direct effect factor of ATOC is OC, the secondary factor is JS; (2) The primary direct effect factor of OCB is AOC, the secondary factor is JS; (3) OC has an insignificant direct effect on OCB, but through ATOC, it has significant positive indirect effect on OCB; (4) The primary total effect factor of OCB is JS, the secondary factor is ATOC. Finally, based on the framework and evidence results, the study intends to advance a few suggestions for management practice and continual research.
