Summary: | 碩士 === 國立嘉義大學 === 教育行政與政策發展研究所 === 96 === The purpose of this research aims to absorb the operating models of corporation of State University in America, the reformational way of nation university corporation in Japan, and the attitudes about national university corporation of the administrative directors and the professor of some national university. In order to achieve these purposes, this research interviewing the academic vice president, personnel director of office, accountant-general and a professor who major in corporation system, all told four people, after acquiring research information with semi- structure modle interview, and analyse and interpret at last.
This research obtains following conclusion:
1. The juristic status of national university corporation in Taiwan
(1)National university is not suitable for becoming public corporation or administrative corporation.
(2)The blur of plan, lack of affiliated measure, and deucedly seeking of performance, will form the crisis of higher education developing.
2. The relationship with Ministry of Education of national university corporation in Taiwan
(1)Specific define the supervision of Ministry of Education to the national university by laws.
(2)The national university will be still supervised by relatede departments of the Government.
3. The members and responsibilities of the board of national university corporation in Taiwan
(1)The number, qualifications, and term of board members is decided by national university.
(2)The members of board is elected by national university.
(3)Importing outsiders participating operation and policy making of national university.
(4)The board model of American state university is not suitable for the higher education environment of Taiwan.
(5)The board only advance suggestions in the direction of academic developing.
4. The relationship between the board and departments of national university corporation in Taiwan
(1)Regulating the scale and responsibilities of University Council to enhance administive efficiency of national university.
(2)The board do not interact with departments of national university.
5. The elective model and responsibilities of the president of national university corporation in Taiwan
(1)Maintaining the president elective model as mixed-up and one step.
(2)Capacitating the president more authorities and according responsibilities.
(3)The scope of the president’s responsibilities cannot be decided by each national university.
6. The personnel system of national university corporation in Taiwan
(1)The teachers and employees of being employed before becoming corporation still maintain the status of the public teachers and employees.
(2)The employees of being employed after becoming corporation are all employed with contracts.
7. The financial affairs managing system of national university corporation in Taiwan
(1)University corporation is as the manager of national property it used.
(2)Specific define the condition of the Government subsidizing after national university become corporation.
(3)National university corporation still cannot have complete authority of budget.
