Abstract
This thesis aims to discuss the concrete strategies for the administrative organizational restructuring of a national primary school, centering on the tasks, structure and process of the administrative organization of such school. The Delphi technique is adopted in this study. There are 22 experts participating in the whole study. 24 department directors from different national primary schools have answered the questionnaire, with 24 valid samples, occupying 100% of all the samples.
1. Major discoveries
(1)There are 131 tasks to be accomplished by the administrative organization of a national primary school, among which, 8 tasks do not need to be accomplished; 28 tasks need to be accomplished, but are appropriate for outsourcing; 95 tasks also need to be accomplished, but are not appropriate for outsourcing.
(2)The ideal administrative organization of a national primary school is: there are four departments set up under the headmaster, namely, educational affairs division, student affairs division, general affairs division, and counseling division, among which, under educational affairs division , there are instruction section, registration section, teaching facilities section, information manaement section, and research &; development section; under student affairs division , there are student activities section, disciplinary section, physical education section, and hygiene &; health section; under general affairs division, there are general affairs section, cashier section, and documentation section; under counseling division , there are counseling section, data section, and special education section.
(3)The proportion of those who favor establishment of “vice principal” for a national primary school is 31.8%, while that of those who disfavor, 68.2%.
(4)The executive officers of a national primary school are classified into four levels: headmaster, department director, team leader, and undertaker. Of the tasks needed to be accomplished but not appropriate for outsourcing, 36 tasks are appropriate for the headmaster to make decisions on, while the number of tasks for the department director, the team leader, and the undertaker to make decisions on are 27, 33 and 3 respectively.
(5)The rational process for adjusting the administrative tasks of a national primary school has won approval of over 87.5% of the administrative staff of the school.
2. Conclusion
(1)The administrative tasks of a national primary school shall be accomplished by responsible units according to the nature and urgency of the tasks.
(2)The administrative organization of a national primary school shall be classified into 4 divisions and 15 sections according to the urgency of the administrative tasks.
(3)Those who are responsible for the administrative tasks of a national primary school shall determine the scope of the work and the units responsible for accomplishing the tasks, and reduce the disputes arisen between different departments.
(4)The decision makers for the administrative tasks of a national primary school shall be classified into headmaster, department director, team leader and undertaker according to responsibility so as to shorten the time and process to make decisions.
(5)As for the administrative tasks of a national primary school, the operating process shall be made rational, with relevant businesses integrated, operating process simplified, and standard operating process established.
3. Suggestions
(1) Educational administrative organ
1)To actively examine the reasonableness of the education goals and clearly regulate the tasks to be accomplished by the school.
2) To properly plan task outsourcing mode according to the nature of the work.
3) To clarify the number and name of the administrative organizations of the school, and make the organizations comply with the contents of their tasks.
(2) School organ
1)The school leaders shall embrace the education goals of the school, and carefully examine the urgency of the tasks.
2)To make good use of the existing resources and volunteers of the school, and properly accomplish the tasks ideal for outsourcing.
3)To set up special research unit for the school so as to promote innovation.
4)To clearly classify the responsibilities of the administrative organizations of the school according to their tasks.
5) To implement responsibilities by levels, properly authorize members, and raise efficiency.
6)To examine the existing operating process, try to improve it, and then, establish standard operating process.
