Due to the increasing quantity of vehicle, the intelligent transportation system (Intelligent Transportation System, ITS) such as packing lots entering and exiting management, automatic vehicle license plate recognition, vehicle crime preventing etc., plays a more and more important and popular role. The presented system in this research consists of there parts: license plate positioning and connected component method, characters recognition using the nearest neighbor approach, and the security packing lots management system developed by the VB software.
