The industrial era economic power, the United States, for the extension of its competitive advantage takes the lead in knowledge revolution as early as 1993. Taiwan's high-tech industries, such as TSM, ASE, successfully imported knowledge management (KM) and even more let KM spread rapidly. Elementary schools are undertaken by the accelerative reformation pace of nine-year curriculum, the school-based professional development, and the information education, so the concepts of success enterprise management are constantly introduced into schools. Contemporary educational innovation and reform keep surging of demand in KM, and the necessity and importance of KM are gradually indentified by the education workers. Hence, it shows that the research of the knowledge management system (KMS) applied to elementary schools is indeed necessary and valuable. The purpose of this study attempts to construction and evaluation of KMS in elementary schools. First, by literature research and analysis, this study had dug out the critical success factors of KM. Secondly, according to the research model above, from "organizations", "process", "technology" three dimensions, this study applied three rounds of the Delphi-technique questionnaire method to investigate the KM critical success factors of elementary schools, including 33 critical success factors. Finally, based on the 9 critical success factors and plan contents of "technology" dimensions, by means of case study at an elementary school in Changhua County, this research constructed a KMS. In the system was built before and three months after the system had completed, using a user satisfaction survey evaluated whether the KMS will success or not. Above all, the assessed results show that the KMS is a success as constructed in this case study. Then we can get the further inference, the KM implementation model is feasible.
