Accordingly, an organization with the competitiveness depends on the leader’s wisdom, which may appeal to the support of team members for organization vision and target and arouse the dedication of team members to task involvement to increase service quality and administrative satisfaction. Transformational leadership is widely believed to be the most efficient leading strategy for such a competitive environment. Through individual charm and vision, leaders will obtain interior trust, provoke team member’s motivation to accomplish the task spontaneously, strengthen team member’s confidence, pursue the individual improvement and reach the goal of an organization. Participants of this study are composed of directors serving for local governments in Chang-Hua County, Taichung County and Nantou County. On the basis of relevant literature review, this study adopted Delphi technique for data analysis. In order to gather information relevant to transformational leadership in different local governments, interviews with experts and three times investigation of Delphi technique questionnaire surveys distribution were utilized for data collection. The analysis found that the critical success factors, when reaching a certain level, could form a critical influence on the implementation of transformation leadership to the local government. The final stage of this study was to find out 41 critical success factors in such six dimensions as idealized influence, individualized consideration, intellectual stimulation, inspirational motivation, contingent reward and management by-exception.
