Summary:碩士 === 國立彰化師範大學 === 商業教育學系 === 96 === Abstract In recent years, the booming of information technologies and wireless communication technologies has a great impact on the operation of government organizations. This research focuses on search of the successful keys to e-government services of local government, in order to provide both the county governments and city governments with applicable strategies to ensure these government agencies can put e-government services into practice. The e-government services will not only provide the citizens with better government services but also upgrade the competitiveness and efficiency of government services. Through literature reviews and expert interviews, the author collected the successful factors to the motivation of e-government of local governments. By three Delphi Technique specialist interviews and the application of experts’ questionnaire, the author also analyzed the statistics data collected through out the research process and concluded that the successful factors to e-government services are as fellows: 1. Senior officers’ support. 2. The inclinations of information managements, organization strictures, administrative personnel and legislative administrations. 3.The needs of external business groups and citizens. 4. Information related policies of the central government.5. Deregulation of laws. There are 9 dimensions and 46 factors that will influence the e-government services of local governments. The author of this research is in the hope that the research findings can provide the local governments with critical successful factor to e-government services, in order to motivate the e-government services. keywords: Delphi technique, e-government, critical success factor
