The government adopts presently the method of commissioning engineering consultant companies for post-disaster recovery and assessment. Accenting the effectiveness of disasters recovery is the hinge to the engineering consultant companies, thus they delve into how to apply existent human resources to choosing and allocating exactly, expeditiously and efficiently. Common decisions of responsibility allocation belongs the subjective experiences and intuitive judgments that might account the situations of inappropriate human resources application even mismanagement, hence this study aims at developing a set of model about integer programming optimization by mathematical programming techniques to assists decider distributing human resources and making post-disaster decisions under limited conditions of manpower and time.
