Therefore, the information technology education has become one of six important topics of the Grade 1-9 Curriculum. From this, we realize how important the ability of information technology it is. And one of the ability in the information technology needed to be cultivated is using Ms Word to compile document. As the development of the Internet, e-Learning has become a trend. In this research, we use the online simulation tester to design an on-line simulation test of e-Learning, not only for learning but also for evaluation. The portfolio of operating the OST system can be recorded for teachers to improve their teaching strategy. It also can provide the other IT teachers what should emphasize during the IT class. Besides, the portfolio can solve the situation that the different students always ask the teacher the same question, just because they all had the same misconceptions in using Ms Word. We can provide suitable material for every kind of student to learn what they could learn well by giving them a simulated Word environment. According to the statistic data of our experiment, we know that the teachers and students consider that the OST system is appropriate to teaching, learning and even on evaluation in information technology class. Moreover, the teachers are also willing to use this system as a tool in the IT class afterward. The achievement of the students using the OST system as a learning tool is better than the ones using traditional ways. Using suitable technology tool not only can arise the students’ learning motivation but also can improve the learning achievement. Besides, the teachers also agree that it really can alleviate their teaching encumbrance by using the OST system.
