The proposed algorithm includes a fast mode decision method for the variable-sizes blocks in H.264 and a fast motion vector decision method for these blocks. The Experiment results show the proposed algorithm can reduce much computational cost with keeping similar video quality while compared with full MPEG-2 to H.264 transcoder.
