碩士 === 國立暨南國際大學 === 教育政策與行政學系 === 96 === The purpose of this study is to discuss the student loans system of university with a burden which creates to the government finance. The main research object is a government, also take general university and college students who apply for student loans as the sample. And use discount cash flow (DCF) to calculate the hidden grant of student loans, and the repayment ratio of students who apply for loan. According to literature discussion and findings, the findings of this study are as follow: I. The student loans are improved year by year, and the guarantee to the student increases day after day. II. Students who apply for loan, the burden of their repayment lightens year by year, and the burden is not heavy. III. The quantity of students who apply for loan are increasing year by year, and causing the interest that the government subsidized the loan increases year by year. IV. There are much people not repaying the student loans, and the bad debt rate is on the high side. V. The more grace period of the loan and repayament time limit is the longer, and the government subsidizes students to the more tuition fee in fact. VI. Hidden grant of student loans compares with the various countries, show to our government have more serious financial burdens than various countries. VII. There are different advantages in repayment systems of the student loans of various countries, and some advantages are worthy to study. According to above mentioned findings, offer suggestions as follow: I. Suggestions on students who apply for the loans. 1. Build up the idea that the user pays. 2. Use more other similar student subsidies. II. Suggestions on the government: 1. Reduces the bad debt of the student loans. 2. Reduces the hidden grant of the student loans. 3. Studies the experiences of Britain and Australia.
