The findings of this study are as follows: I. The characteristics of the development of university education in Vietnam after Doi Moi: i. In terms of the amount and pattern, university education in Southern Vietnam appeared private universitits. In re-unified Vietnam from 1975 to 1986, all universities wewe public. After Doi Moi, Vietnam tends to pattern of marketization. ii. In terms of the organization and management, before Doi Moi, all universities was controlled by central government. After Doi Moi, although they have autonomy, but there are still some restrictions. iii. In terms of curriculum and instruction, university education in Southern Vietnam was under strong influences of France and U.S. When re-unified Vietnam from 1975 to 1986, all things adoptrd centralized planning system, like North Vietnam. After Doi Moi, although they tend to marketization, they are disconnected with the needs of market. iv. In terms of quality and control of faculty-students, before Doi Moi, there were no thinking about quality of education. After Doi Moi, they tend to carry out the short-term goal. II. In conclusion, I offer some suggestions for Vietnam and Taiwan as reference: i. For Vietnam government and university education: A. They need to think out the amount of university through marketization. B. They can align with international cooperation to take the responsibility for university education. C. They can give more autonomy for university education. D. They can accelerate to integrate mono-disciplinary universities. E. They can revise the faculty law in university education. F. They can adjust the framework of nation curriculum. G. They can give more flexibility to revise the curriculum in university education. H. They can build the infrastructure. I. They can expand the range of evaluation, make the regulations of evaluation, conduct the meta-evaluation, establish the professional institution of evaluation, and announce the results of evaluation. ii. For university education in Taiwan: A. We can establish national and community university as reference for integration of university education. B. University education in Vietnam entrusts foreign organizations to conduct external evaluation, which can retain neutrality and objectivity. C. We should attract Vietnam students to enroll in our university, and set up the channel of student counseling and assistance. D. We can expand our experience to Vietnam as reference.
