However, the development gap between rural and urban areas also expanded gradually. Although the government adopted many public policies, and some regional communities attempted to improve the situation on their own, successful cases are rare. Tourism industry is one of the best ways to transform the regional features into valuable economic values, which include massive employment opportunities and economic profit. Among the rare success of developing community-wide tourism model, the Tao-Mi Eco Village and the Se-Shui community are well known and worth of reference. This research tends to explore the underlying structure behind the two successful cases. The transformation of the community economic model is a complicated process, which needs to be analyzed in a broader perspective. This research used System Dynamics to clarify the causal relations in the community development process, and built a causal loop model to explain the dynamic behavior of the two communities’ tourism development process. Through the qualitative model this study identified the essential problems which influenced the community development, and brought up some suggestions and recommendations to those communities aiming for developing tourism in the future.
