碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 96 === ABSTRACT Taiwan is always destroyed by many natural disasters such as typhoons, earthquakes, and earth flood. These disasters are happened in Taiwan because of its geographic and geologic sites. The people on Taiwan are suffered by their harms and threats. The Government in Taiwan has passed many rules and guidelines, in which the policies and rules of the developed countries such as USA and Japan are employed or referred. These rules and guidelines were examined encore especially after the 921 accident in 1999. Besides the rules and guidelines are examined, the applications of them are the very important, especially in the disastrous prevention and relief. From the viewpoint of management and governance, the resources and commander systems in the executive local governments play the decisive roles. Nantou County, the mostly disastrous place in recent years, experienced many disastrous prevention and relief. Thus its experiences provide us to analysis the managements and governance of that system. The author in this thesis aims at analysis that system from the neo-institutionalism. He encouraged himself to discover the problems in that preventions and relief system from the methods of documentary, case study and depth-interviews.
