The relationship is then incorporated into our economic model as a constraint to analyze how a newly proposed progress subsidy for land subsidence control might affect each farmer’s production decisions. The results indicate that if the government set the subsidy pattern with a fixed 5% progressive ratio and to limit the groundwater pumping in Da-Cheng township by its total amount, the large farmers may not need to reduce their groundwater pumping accordingly. Yet, if the subsidy model is based on the historical highest and the lowest profit records, there would be huge differences in terms of the fallow areas and the reduced amount of the underground water pumping under the same regulation. In conclusion, no matter what subsidy model the government adopts on land subsidence control in the future, in order to meet the needs of the large-scale aquaculture firms and to minimize the government’s expenditures, and to allow large aquaculture firms to maintain their operations, regulations (controls) on the total amount of ground water pumping in Da-Cheng township should be reinforced.
