碩士 === 國立成功大學 === 政治經濟學研究所專班 === 96 === The global TV market is the trend of thin film, large-size panels and digital in recent, and the traditional CRT TV was replaced by Flat TV. TFT-LCD TV becomes the most potential product in the recent TV market because TFT-LCD TV has the advantage of low power and low emissivity and the TFT-LCD industries lower price to drive the demand. TFT-LCD is the largest output value industry at present. The applicable market expands gradually, hence many suppliers eager to entry the market causing the competition between some large-scale corporation. TFT-LCD industry demands the continuous capital investment, and therefore the manufacturer which does have competitive capital and production capacity will eliminate through competition. The further TFT-LCD industry will be more centralized and then becomes the oligopoly market gradually. The study direction includes cutting into from the historical view to research the development of panel industry, government polity, Science and Technological research and Development for TFT-LCD, market demand, and further challenge and predicament. Furthermore, the research also includes what role government should take and how TFT-LCD industry should adjust under the globalization. The suggestion of this research includes: （一）The previous investment thought of building factory has been replaced by the methods of investment, merge and joint venture. These methods can obtain the production capacity, technique and human resource promptly to reach the goal of efficient operation and risk reduction.（二）Enterprises research and develop TFT-LCD equipments, include the equipment localization. Government has to eliminate investment in Taiwan barriers for the foreign trader. The local TFT-LCD suppliers assist to offer the business opportunity between foreign traders and local equipment manufacturers and also develop R&D talent and build the solid foundation of technique.（三）We need to pay attention to patent right to reduce the capital. Our local suppliers have few patent right and intelligent property right and therefore they have limited negotiation approach. The obtainment of patented technique that was not individual research and development needs to corporate or pay fee to grant authority. We can learn the group negotiation model from Korea and Japan to take the more advantage of granting authority. We have to increase acquaintance with patented right of Korean and Mainland China. The large amount of compensation will influence profits seriously the TFT-LCD industry.（四）The government can establish the agent of corporation of enterprising and learning to become the communication channel between enterprise and school. The Corporation of Enterprising and Learning can increases the competition, and also improve software and hardware equipments and attract some foreign talent to work in Taiwan.
