碩士 === 國立成功大學 === 政治經濟學研究所專班 === 96 === 　　　Nowadays, when global development is a prerequisite, the whole world is facing the challenges of the world's rapidly ageing population; however, the population ageing and the tendency to have fewer children lead to the imbalance of supply-demand in labor market which is going to be a time bomb among the economic developments in the future. Therefore, the unemployment of the middle-aged labor has become a new issue on the employment policy in Taiwan. 　　　Most middle-aged labor belongs to the group called peripheral labor. It goes without saying that those people are forced to be unemployed reluctantly when business is fluctuating and the deterioration of the unemployment is continuing. Moreover, they are unfairly treated at the workplace due to their age. An increase in the unemployment rate contributes to serious social problems. In order to maintain the effective operation of the policy for the middle-aged labor, this study is aimed to help them to return to the workplace smoothly. From horizontal and vertical perspectives, not only the present policy of the middle-aged labor issued by the government but also the interaction and the cut-in points between the government and the labor market will be examined and analyzed. 　　　The findings of the study are summarized as follows：The current policy for the middle-aged labor has been more diverse and flexible, whereas most of the issues are focused on “Social Assistance.” The government neglects that improving the whole economy is the key to solve the problems of unemployment. It should play a vital role to be aware of the main reasons why the labor is not fully implemented before making the policy. Any policy that could result in overly relying on government’s unemployment benefits and an obstacle to the workplace should also be avoided.
