In this age of knowledge based economy, the e-learning of internet and information technology becomes more and more important. The internet based e-learning can overcome the time and space limitations, and then reduce the personnel cost. In this study, an e-learning web for the teaching education of communication and ocean sciences are developed using technologies of multimedia and web programming. This study mainly includes a scientific ocean website, a scientific communication website and a computer game. The web contains text, figures, animations and sound to provide the learners with the education of communication and ocean Sciences. In addition, this web contains interaction functions such as testing system, discussion section, message section, and subscription of e-news. The users can register at the web as e-learning members. In summary, this web is interesting, interactive and easy to use. With the aid of this e-learning web, one can give insight into the education of communication and ocean Sciences.
