According to the wastes output in 1980 (18,753 metric tons/ day) ,and estimated increasing rate (5%),the predition of wastes amount should be 26,378 metric tons / day in 1997. The Environmental Protection Administration of Taiwan planed to establish large-scale incineration plants. But the output of the wastes did not merely grow up; the number was even dropped down year by year since 1998.The output of wastes in 1997 is 24,331 metric tons/ day, and 19,886 metric tons / day in 2001. Based on the data, the prediction of wastes quantities had great deviation actually; EPA of Taiwan should review the demand in wastes incinerate quantity of plant again. The government lacks the estimation when carry out long-term policy at present. A long period of policy should do an assessment at regular intervals to see the result carried out is right or wrong, then do and revise. It is the place where need to adjust at present. This research rely on the changes of wastes quantities to probe incinerate plant at present, and discusses that the construction of wastes incinerates and the research in internal and external of performance evaluation factors.
