The government’s policies tend to model Offshore Banking Units into capital dispatch centers for offshore Taiwanese businesses in Mainland China, attracting the return of capital back to Taiwan. Therefore, how to upgrade the operating performance of Taiwan OBU has been regarded as a generally important issue by both bank management teams and academic field. This research mainly focuses on “the effect of macro-economic variables and vital policies on the operating performance of OBU. The research was carried out from January 2000 to December 2006. OLS estimator had been adopted as the empirical research method which illustrated the effect of macro-economic variables on the operating performance of OBU; as well, that the effect of two vital policies on the regression model structured by this research. The empirical research result revealed that the three variables as well as a policy accountable for the operating performance of OBU are as following: the exchange rate of USD/NTD, the exchange rate of USD/RMB, bank spread and the launch of the policy that has assigned offshore financial business to domestic banking units (DBU) since January 2006. It is obvious that the exchange rate of USD/NTD has positive and significant effect on operating performance of OBU; however, the exchange rate of USD/RMB and bank spread yield negative and significant effect on operating performance of OBU. In addition, the launch of “the policy which has assigned offshore financial business to DBU since January 2006” has resulted negative and significant effect on operating performance. The fact implies that the adoption of this policy had not been beneficial for OBU’s gaining profit but made a serious impact on it.
