碩士 === 國立中興大學 === 國際政治研究所 === 96 === This thesis is the study of comparing the different from the climate change between EU and USA. Until now gobling warming has already effected the climate very much and obviously. How to slacken the speed of gobling warming and reducing GHG is become the important environment problem in the international society, many countries have got the serious effection by gobling warming. So how to slacken gobling warming and reducing amount of GHG have become to be the one of the important environment policies. EU and USA have the important status in the international society and play the important role in climate change issue. This thesis used the way of analyzing the documents to understand the climate change and reducing the GHG policies between EU and USA. And the conclusion is that the first point in policy of EU is reducing GHG really, second is researching the technology, then to get the goal reducing 8 % CO2 from Kyoto Protocol actively, furthermore EU want to use advocating green product and technique to promote the development of green economic and trade. On the other hand the first point in the policies of USA is researching the technology, second is volunteer cooperation plan, then to get the goal 18% carbon intensity made from USA and keep USA still can control the the space of useing fossil fuel.
