Therefore, mostly essential admires makes up the contribution which the higher authority government’s Supports When the local governments to must seeks to make a profit the Nonprofit Organization and individual subsidy, in the not enough to go around situation, assigns the unfair voice to be long-standing. Also the recent years made up the contribution to have floats overflows to provide, sends does not suffer when used. For the straight subsidy policy, the realization makes up the contribution tube to control the mechanism and the effective utilization, establishes a set of reasonable subsidies mechanisms actually urgent matter. This research goal lies in the understanding influence to make up the contribution assignment the economic agent, specially stresses the finance to need and the financial ability factor, to the township apportion of Supports. This paper researches middle area township (town, city) geographical unit of government from 2004 to 2006. Using the multiple-regression analysis to explore the relationship between apportion of Supports and various factors. The research discovered the influence township make up the contribution assignment the economic agent includes "the financial need" which the area of jurisdiction population number, the administrative division land area, and belongs to "the financial ability" which the factor tax income and the subsidy and the assistance income factor, subsidizes and the assistance income in particular in makes up the contribution in the assignment to be situated the essential status.
