碩士 === 國立中興大學 === 環境工程學系所 === 96 === The waste treatment policy of Taiwan changed with times, developed from random disposal、sanitary landfill、incineration、to resource recycle 、garbage classification and zero waste. With governmental promotion and citizens cooperation, which shows great performance in reduction of municipal solid waste, but also led to garbage amount below incinerator capacity in some countries from 1998 to 2007. The Executive Yuan based on waste treatment trend and public opinion, decided to annul the policy “one country one incinerator” and stopped to set up incinerator in four countries (Nantou、Hualien、Hsinchu、Penghu、Lienchiang country). Therefore it’s necessary to develop regional cooperation to solve the problem in the next 20 years. Considering of incinerators location、incineration residual capacity、the trend of local government of outsourcing municipal solid waste collection and waste strategy of EPA, it is suggested to separate nation into four regions: North、West、Southern and East regions and set up online platform of checking incinerator residual capacity for cross-regional support, compete facilities in the waste transfer station to support the inadequate worker and emergency cases, and install Global Positioning System( GPS ) on waste transport vehicles to online instantly track and control. When developing regional cooperation, it should follow the legal procedural to sign the administrative contract, which precisely describe the right and obligation to prevent from argument, the rules of waste transport during incinerator year’s maintenance should be integrated and prescribed by the central administration, and above all, EPA should set up the inspective procedure of waste transport work for counties and cities, to enhance the quality of waste transport work with open and fair reward system.
