The government uses the private funding effectively to lighten the financial burden. Otherwise, the private section involvement in public works is strongly encouraged. Others advantages, such as improvement of the service quality of infrastructure and direct economic growth etc, will eventfully bring in positive impact and profitability to the local society. Aside from expecting for the new development, the discussion of the “reuse of public deserted spaces” is also worth of treats. Especially for that government authority at local level, whose budget and manpower are limited. It’s not easy to deal with extensive newly-built construction, but yet the local government should take proactive actions in developing the “public deserted spaces”. The building or facilities with historic, cultural or leisure significance can be combed with new software or hardware facilities activities, to revive the area .At the end, all people will benefit from the outcome. There are many factors need to be considered when the public deserted spaces are handled by private sectors, including the deranges at existing original facilities、defaulted risks、legal issues、finance、market demand and rate of return. This study not only establishes multiple evaluation standards, but also the specific evaluation standards for public deserted spaces when commend to the private entity. Result of the research are obtained through documents review conducting、interview with expert and cases study, the framework is further refined in the mode of evaluation the facilities by using Fuzzy Analytic Hierarchy Process, It revues as a great reference for public sector in selecting managerial teams.
