The nursing institutes transfer from charitable organizations to legitimate commercial services because of its growth in demand in recent years. Small-scale elderly nursing institutes adopted seniors who were unable to make a living independently in the past. But now, they have extended their services to cover those senior citizens who are wealthy and even with higher level social classes. The transformation is unavoidable. The Executive Yuan also copes with this trend to encourage the establishment of senior nursing institutes. The Personal Nursing Service Bill was also put into action in 2004 to reinforce the senior care. More attention has been given to individual enterprise who demonstrates their interest in investing in senior nursing institutes. The selection of the small-scale elderly nursing institute investment plan involves considerably amount of factors. They include a detailed financial appraisal considering the investment environment, regional economic conditions and project specific requirements etc. Many decisive factors are not quantifiable. Decision makers need real-world cases, practical experience and those experts who are familiar with various aspects of circumstances to prevent potential failure. This research collects numerous factors in establishing a small-scale elderly nursing institute. A hierarchy structure establishing a decision-making model through method of Fuzzy Analytic Hierarchy, FAHP, was proposed in the research which includes cultural heritage review, the interview of specialist and specialist questionnaires, brain storming and so on. Through consulting specialist notions in the fields of actual practice and academia, it takes both of the compared methods to pursue the weight of each hierarchy index and factor. Making use of the language variable that handles the guilder to turns the assessment of the index, and handle its quantitative index with the fuzzy number in triangle, row preface, in order to and after the scale of quantitative index at the same time weighting.
