The management of water distribution and the allocation of districted area are become an important issues. The Tao-Yuan area was influenced by typhoons recently, there were several times of serious water shortage and caused many negative influences. It is shown that the importance of water distribution and resources management. The domestic water demand and the industrial water demand in Tao-Yuan area has increased significantly owing to economic growth, it causes the regional water supply insufficient. Therefore, how to distribute the water efficiently with good strategy is an urgent work. In this study, the Tao-Yuan area is a case study to research and analysis. The studies include Geographic Information System (GIS) operation, literature review, basic data collection, water demand and water supply, methodology and application etc. There are three main water demands in Tao-Yuan area, includes the domestic water, the industrial water and the others. This study uses the system dynamic method to develop a districted area of water supply model. It provides three distribution strategies with allocating by the area, allocating by the population and allocating by the village. Basically, the case study discussed five days shortages with three kinds of situation. When the water lacking is occurred, the system dynamic model is developed, and the districted area of water supply strategy can be simulated. The results of situation simulation showed good message to the decision maker. It will be helpful to solve the distribution problems of water supply and management of water resources.
