The beginning of cultural creativity can led a transformation from the mere economic industry to a more cultural emphasis. The combination of culture, economy, arts and technology and thus with an extended cultural value is the major concern of the creativity process. In fact, cultural creativity has already brought a different set of value to economy to most cities under the trend of globalization. From the edge of the regional economy, the visibility and position of the city policy can be raised to combine with artists’ creativity. It has rapidly become a new interdisciplinary and international movement. Therefore, the cultural creativity becomes a common focus for re-discovery. This process forms the hyperlink and hypertext that gets beyond the traditional emphasis on history, culture, race, city, image and sign. The consumptive "cultural image" becomes the highest target and fashion of the life. The problem that the existing cultural creativity has to face is not only solving the cultural isolation of different region and the continuation of the industrial economy, but also proposing an intact integrating strategy for regional industry and culture. In addition, the maximum group benefits should be developed. The depending chain of various industries should be effectively developed and the "industrialization-to-be" production chain of the cultural creativity should be developed. The development and assessment will definitely be an important topic of those who apply the self-evolvement principle. For the study on cultural creativity, since the view of analysis is restricted by the region, the establishment of the type of industry and the concern of the industrial ecological chain in the region are ignored. These factors often increase the possibility of individual artists’ achievement, reconstruction of regional buildings or discussion. Through the development of the culture, this study attempts to analyze the factors and major characteristics that affect the regional environment of the creativity process.
