Advocates believe that databasing fingerprints can be a tool for identification and crime prevention, whereas antagonists argue that it may violate human rights and leak confidential information. Even amongst institutions or organizations of similar nature, people hold entirely different grounds. This type of disputes came to an end when the Grand Justice made Justice Yuan Interpretation No.603. Whether or not it means privacy protection is more important than social security and welfare or it is a hint foreshadowing later developments, the question of how the government balances between privacy and public interests is worth further discussion. This study chose the identification card replacement in 2005 and citizen fingerprint databasing as its main theme. It utilized cases from various countries, National Health Insurance (NHI) IC cards, and monitors for comparative research in an aim to understand the use of fingerprints and problems of privacy violation. The study also reviewed and organized the background and history of fingerprint database policy planning to discuss the attitudes and opinions that all sectors of society had on the policy, and from which to decipher the cause for its policy halt and subsequent influence. In the last section, the writer proposes new thoughts for fingerprint databasing and suggestions for establishing deliberative democracy communication channels and specific institution for fingerprint database, lawmaking, reinforcing professional education, and utilizing policy marketing, to serve as a reference for future research.
