Aging population is an inevitable trend as we can see. The proportion of the elderly to population in Kinmen is higher than any other county because of its special background and environment conditions. And therefore the problem of aging population is even worse in Kinmen.
To reinforce the care the elderly, Kinmen county promoted lots of measures for the Long-term Care policy, and even created more Long-term Care services by itself in connection with the division specialties and finance situation of Kinmen government. The elderly in Kinmen could enjoy much more and even the best welfare than those in Taiwan. Therefore Kinmen is called ”County of Welfare, Island of Long Life”. Because the aged have been affected by chronic disease, they suffered more malfunctions, paralysis and Alzheimer; and they have to count on others. However, cash couldn’t fulfill their practical needs. They cry out for health and medical services and are in urgent need of Long-term Care.
To implement the caring services for the aged, the central government has drawn a program called “Great Warmness, Flagship Plan of Packaged Social Welfare - Building an 10-year Plan of Long-term Care System”. The main purpose of the research is to understand the of planning origin, establishing direction, planning progress, inducements and constraints, and to know whether the Long-term Care policy is affected or not, and interactions between variables. And to know how Kinmen county do for the Long-term Care services, whether the allocating of manpower and resources is appropriate or not, and how the policy execution and feedback is, and how Kinmen County build an perfect Long-term Care system to feed those who in need and to provide more supports for families to reduce the psychological and financial burden. And advance the performance of Long-term Care Service to carry out the essential caring service of the elderly.
The research found that Kinmen County has been carrying through the Long-term Care policy with might and main. Kinmen County has issued the elderly allowance, and raised money by itself to provide home care services. The budget for these services is more than any other kind of service. It’s sure that money could really guarantee the elderly’s life. But while the aged gradually lose functions of body and even lose ability of taking care for themselves, cash could help few. It’s a pity there is only one governmental organization which is charge of the elderly benefits without any family medicine. The Long-term Care is not only lack of hospital beds and medical staff but also medical instruments and any support from civil group. It’s unable to integrate the non-governmental resources to provide community service. It’s still necessary to reinforce community services.The elders in Kinmen don’t have a concept that users have to pay. They cannot accept the self-afford service and those are reasons to affect the usage of Long-term Care services. The research could provide reference for the future planning of Long-term Care Policy.
