| Summary: | 碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 96 === Taiwan Railroad Administration（TRA）has been established for 120 years. Facing the impact of the highway and Taiwan High Speed Rail, its finances are in the red. How can TRA break through difficulties and challenges?
This thesis is to explore the strategy of upgrading TRA’s competitiveness. The study uses “the competition strategy”, which is presented by Michael Porter, to analyze the industrial competition factors and propose the competition strategies to benefit TRA management.
The conclusions are as follows: TRA is short of the management independency and long-term strategy plan. Besides, the government’s whole transportation policy is unbalanced. Hope the government will help reduce operation cost, adjust management strategy to form market segment between TRA and Taiwan High Speed Rail, specialize in transportation, and complete related necessary measures in the future. Thus TRA will manage in the modern and enterprisization way sustainablely.
