A Study of Organizational Change and Development of Social Welfare Institution in Kinmen County Datong Senior Citizens’ and Children’s Home

The situation of aging population society in Kinmen is even worse than Taiwan. Due to the special background in early years, People in Kinmen had been suffering wars and special governance in the war zones, At that time the Kinmen government set two organizations named “House of Respect for the Aged people of Kinmen” and “Protectory of Kinmen” in 1965 and 1967 respectively to take care of forlorn elders and children. For the change of time and adjustment of organization, in 1993, those two groups were merged into “Kinmen County Datong Senior Citizens’ and Children’s Home”. It’s the only one public home in Kinmen. There are important meanings and functions for social service in Kinmen. The methods of literature analysis and interview are applied in the research to discuss the change of organization and development for Kinmen County Datong Senior Citizens’ and Children’s Home. Except the theoretical discussion, the research started with the organizational history in the beginning. The operation of Kinmen County Datong Senior Citizens’ and Children’s Home has been reviewed by the organizational theory. The role function of Datong Senior Citizens’ and Children’s Home has been evaluated by the welfare theory. And the research provides suggestions of future roles and development for Kinmen County Datong Senior Citizens’ and Children’s Home. The demands and outlooks of children and elders’ welfare have been evaluated with the current situation to suggest what kind of roles it could be, and what directions it should go. There are four conclusions of the research: 1. Kinmen County Datong Senior Citizens’ and Children’s Home had experienced the unitary salvation business of special governance in the war zones, and the integrated caring service of termination of special governance in the war zones, and diversification operation after 2003. The main function of Kinmen County Datong Senior Citizens’ and Children’s Home is to take care of those who in need with low income or of the disadvantaged groups. 2. According to the considering of welfare pluralism, except for strengthening the nursing and caring functions of Kinmen County Datong Senior Citizens’ and Children’s Home, it could be given thought to establishing another Datong Senior Citizens’ and Children’s Home, or set up more services for the elders to diverse the caring function. 3. It’s uneasy to increase the manpower of government organizations. Except for striving for reasonable human resources, the on-the-job training and business outsourcing should be emphasized. It’s also necessary to extend the service range. But it should be considered if facilities could fit the needs or not. 4. In the future, Kinmen County Datong Senior Citizens’ and Children’s Home could be the same as present mode, and might be a home. To integrate the recreational functions to develop “Family Sunshine Holiday”, Kinmen County Datong Senior Citizens’ and Children’s Home could even be shown as a social welfare area. There are three suggestions according to the research: 1. for organizational aspect: (1) Strive for expanding organization and hire professional staffs to strengthen the function of Kinmen County Datong Senior Citizens’ and Children’s Home. (2) Raise the abilities of organizational learning and knowledge management. (3) Amplify the core ability of organization and control the service efficiency of public and private departments. (4) Consider to set up more than one Datong Senior Citizens’ and Children’s Home. 2. for administrant aspect: (1) Separate the elder caring from caring business. (2) Increase outsourcing jobs due to the limit of staff numbers. 3. for service aspect: (1) Increase more caring beds for elders. (2) Establish dense network of social welfare resources. (3) Raise the quality of service providing and diverse welfare services. (4) Create the paying short-term caring business of children and youngsters.
