碩士 === 銘傳大學 === 公共事務學系碩士班 === 96 === Through abundant literature reviews and interviews with eight executive officers of community college, the analysis will focus on the strategy and avenue used by executive officers of community college to attract government financial subsidies. From this study, it shows that interviewers agreed in order to attract a steady government subsidies, it was necessary to have a good public relationship with county council because government funding was approved by the council. Furthermore, interviewers believed that because of the bureaucracy within the council, a good relationship with the council, not any strategies, was the most effective way to gain subsidies. They mentioned that a good relationship took a lot of efforts and time to cultivate, and it also required a lot of communications to solve the ideology differences with the council. At last, the interviewers felt that the government should create a department dedicated to handle financial subsidies issues, or give subsidies directly to schools instead of going through county council, then problems with subsidies among the schools should be solved.
