From this study, it shows that interviewers agreed in order to attract a steady government subsidies, it was necessary to have a good public relationship with county council because government funding was approved by the council. Furthermore, interviewers believed that because of the bureaucracy within the council, a good relationship with the council, not any strategies, was the most effective way to gain subsidies. They mentioned that a good relationship took a lot of efforts and time to cultivate, and it also required a lot of communications to solve the ideology differences with the council. At last, the interviewers felt that the government should create a department dedicated to handle financial subsidies issues, or give subsidies directly to schools instead of going through county council, then problems with subsidies among the schools should be solved.
