Firstly, the study identified the performance management gap by in-deep interview of the case to find out the performance indicators.
Moreover, a questionnaire was designed and a survey was conducted to analysis the differences between the importance and the reality.
Finally, the performance factors and the weightiness were proposed by factor analysis and AHP.
The study found that the efficiency of national finance resource, manpower element promotion and specialism in armed forces were the core values. We should pay much attention. It also could provide useful information for other national defense sectors in the performance evaluation system formulation.
