However, the recent global economic downturn and domestic political and economic environment, changes do not affect the stability, economic recession and does not bear the brunt of the social welfare organizations fund-raising difficulties. Non-profit organizations are facing the impact of scarce resources, their survival has become increasingly intense, . Non-profit organizations can not use traditional donors or use fund-raising approaches to stabilize the financial income and expenditure. Since the implementation of the "Government Procurement Law" in 1999, non-profit organizations can open the door to self-sufficiency, either on their own into the open market competition, or seek strategic alliance partners to jointly seek financial support with a view to sustainable trend. This study focused on the staff functions of the project management in the government procurement program for the non-profit organizations. Main research methods, used document analysis, in-depth interviews and survey methods., Analysis of non-profit organizations documents, of project management, development theory and, summarized professional skills., The implementation of skills,personal ideas, personality traits and other competency, such as the five dimensions.I interviewed senior officers of the non-profit organizations to affirm the concept of the apparent volume of the correctness of indicators and development, the preparation of "non-profit organization management functions of the project management volume table" to the questionnaire ,. The goal was to issue questionnaires to interview target audiences for government units and project management of the project for approximately 45 non-profit organizations., Aa total of 132 questionnaires were issued, 117 were recovered. According to a statistical analysis of the questionnaires recovered, This study included the description statistical analysis, reliability analysis, T-test and one-way ANOVA, and so on. The results of this study found that the management of non-profit organizations should have the competency of the lack of demographic variables and the various impacts. The Institute building model could be applied to non-profit organizations in addition to project management staff. This competency could be applied to non-profit organizations mode of recruitment and selection, training and performance management, and other people-management, to enhance the competitiveness of non-profit organizations.
