To guarantee social peace , primary polices’ quality & performance need to be reviewed . And the enhancement need to be done by improving police education & audit system. This research uses both academic studies & interview analysis to review primary polices’ education & appointed working missions, to understand if the current system helps in their working performance & its disadvantages. Then induce police education experts’ & supervisor’s opinions , to sum up with improvement suggestions . This research collected all related academic studies ,and parallelly interviewed with Taipei police station supervisors, education experts in National Police Administration & scholars . To sum up both analysis , we find out the current status & issues in primary polices’ education & appointed working missions . Through the research analysis , the abstracts are as below : 1. The training course time is too short & pressed to let primary police develop their core ability. 2. Intern training is not sufficient to let primary polices realize the actual working loading & pressures , then cause them quit due to the ineligible problems. 3. The design of training course is different from the reality , lack of real scenario reactions , can’t come close to the true cases. 4. Limited lecturer resources , some of the field lecturers are not professional & do not have enough actual working experience . The training quality is not stable . 5. Physical examination is not strict , increase the difficulties of physical training , cause the waste of resources. This research sums up with 6 practical suggestions : 1. It shall be the department which needs new people to decide the recruit & training courses , or they shall advice & improve the examination contents , help it to adapt right people. 2. The recruit of primary polices can still adapt the national servant rules : Examination , training, then distribute to working dept. Select more younger people to be the primary polices & give them long time training to develop their agreement & obey to the police career. After adapting national public servant rules : Examination , training, then distribute to working dept. The police promote mechanism shall be modified as the same as national servant system. The original “Police Officer-title v.s Position-rank Separation Mechanism“ disobey justice rules & shall be modified or deleted. 3. The training courses must be designed as the long time official classes , not only short-term training courses , and add more scenario reactions contents. 4. Select professional & rich field-experienced lecturers , give them enough education training courses in advance to enhance their lecture skills . 5. New primary polices shall be re-evaluated to see if their ability & mindset is qualified after 2-3 months . Then subsume them into the co-service or late-night duty, reduce their ineligible or quit problems. 6.
