碩士 === 銘傳大學 === 社會科學院國家發展與兩岸關係碩士在職專班 === 96 === After the ending of the Cold War and the break down of the Soviet Union, the old polarized system collapsed and the new international structure of world powers hasn''t formed yet in a short time. Researchers of international relations have diversely defined the new framework of world power as “uni-polar”、 “ multi-polar” or “multi-powers under uni- polar”. From the perspectives of China, the definition of “ multi-powers under uni- polar” can most properly describe the new international system and is completely in accordance with the international strategy of China. In the assumption, uni-polar means US and multi-powers means other important powers, including major regional actors or groups like China､Russia､Japan､EU and some newly developing powers like India､Brazil and South Africa. The CCP General Secretary Hu Jiatao took over the power totally in 2000.In order to resistant the possible containment following the “China Threat Theory”, Hu proposed the concept of “Peaceful Rising” in 2003,”Peacful Development” in 2004 and “Harmonious World” in 2005 to ease the doubts of the international society about the China fast rising. Although most of opinions think Hu’s theories can conquer the challenges, partial viewpoints from the obstacles of China-US relationship, Taiwan issues and China internal problems, still hold the pessimistic manner. The dissertation focuses on four respects. First, I state the origins and the development of the “Peaceful Rise”, ”Peaceful Development” and “Harmonious World”. Second, research the concept of “Harmonious World” from the theories of international politic. Third, discuss how China constructs her international relationships with Japan and the US under the “Harmonious World” strategic instruction. Finally, analyze the strategy of China toward Taiwan and propose my research discoveries and suggestions.
