Every necessity in our daily life is related to lubricant oil directly or indirectly. But after the lubricant oil is used, its function would be changed. And the contaminants of waste lubricant oil from various types of mechanical equipment or articles will endanger the natural environment and people’s health if it is spread around the environment. Therefore, several developed countries in Europe and the U.S. do their utmost to push environment protection. The waste clean traders also concern about the economics value of waste lubricant oil. Recycling and reuse also become the most suitable solutions today. Because the natural environment is influenced by serious pollution, Ministry of National Defense(MND) makes “Military Waste Oil Reuse and Exchange Regulation” to avoid waste lubricant oil discharge, to develop the value of recycling, to provide resource for operators, to stop wasting, to economize the public treasury, to manage and control environment pollution well. It has a remarkable achievement on control recycling procedure and environment protection. Nevertheless, the regulation failed to combine the realistic state; though waste lubricating oil is recycled according to the regulation and system, it sill has great efforts space on amount. In order to make the departments of MND executing the task and giving consideration to the environmental protection work, reach the goal of holistic management, every department assigns their responsibilities definitely back to manage fountainhead to do a good job of pollution prevention. Via auditing, supervising, and controlling to prevent quarrel about pollution, and urge departments of MND fulfill the destination of environmental protection. This research not only studies the departments of MND’s regulation, management strategy, and effect of recycling, but also offers practicable suggestions via collecting domestic laws and foreign policy in manage and recycle waste lubricating oil.
