choosing the appropriate bid was based on three traditional methods:“the lowest
tender”,“the second lowest tender”,and“the reasonably offered tender”. NO
matter what method is used ,a floor price is required for each procurement case.In
other words ,“price”is the bottom line for selecting a bid among tenders.
However in spite of its inpartiality,openness,and transparency,this method would
inevitably be unable to pervent the bidders from offering unreasonably low prices
just to win the bid;and then deliver the product with inferior quality. Therefore,
government sectors would not purchase the products with the best quality.
Disputed and controversial issuse often occur between the bidder and government.
This results in an inefficient operation of procurement and a delay in budget
disbursement. Hence,in the government procurement act passed by the
Legislative Yuan on May 1,1998.“the most advantageous tender”is added as a
guideline for selecting the appropriate bidder.This guideline would be in perfect
accordance with government's determination in laying a solid foundation for
procurement procedure in which the best products can be purchased from the
suppliers via an impartial and open bidding selection.
When carrying out the selecyion of the most advantageous tender,the
following approaches are usually used:overall evaluated score method,price per
score point method,The most frecuently used approaches as approved by the
government sectors.The most frequently used approach is the ranking method in
which decision making is made by group instead of individuals as aided by a
quality/quantity analysis. This approach has been criticized and modified by some
scholars. The current study is to analyze the ranking difference among the
ranking method,grey relation analysis,and VIKOR method based on the evaluation
materials os previous bidders. The purpose of this study is to examine the
inadequacy of mathematic operation on the ranking method when using the most
advantageous tender as a guideline in selection the bidder. It is also the purpose of
this study to settle the disputed issuse on this regard and to improve procurement
procedure.
