碩士 === 立德大學 === 科技管理研究所 === 96 === Vocational high schools, which are closely related to promoting a nation’s economic growth and upgrading its competitiveness, are a crucial cradle for cultivating elites needed for national economic and constructional developments. However, because of restricted by the influence of literati value of life and the factors of decreasing of birth rate, educational innovation, and insufficiency of educational budget, vocational high school’s development is frustrated. This study tries first of all to make use of Fuzzy AHP to sieve out the following three as the key factors in the management of vocational high school: birth rate, the decreasing of student number, and the establishment of individual school features. Then basing on “blue ocean atrategy” perspective, we focus on these key factors and present the quadruple action structure of elimination, creativity, decreasing, and increasing, which in turn serves to construct “the innovative model of management of vocational high schools.” By means of this innovative management of blue ocean strategy, hopely, we can effectively boost the new values of vocational high schools and their students as well.
